Interesting technicality, Alessandro, with the overly restrictive rule definition. Because Draghi did, in fact, step down as Prime Minister. I think the title of the question reflects the spirit of the question, otherwise the question should have asked for the outcome of the referendum. According Prediki Regulation §5 lit. 1 it is the spirit of the title which matters.
In such cases of ambiguity we recommend to put the matter the vote and not use ownership rights for settlement.
